Aside from handling commercial-related civil and criminal litigation, Attorney Yen-Po Chen specializes in legal matters related to international investment and commerce, financing, renewable energy, and government regulatory affairs. Leveraging his extensive experiences in the renewable energy industry, international trade negotiations and Industrial policies, as well as business law reforms involving corporate mergers and acquisitions and business entities, Attorney Chen frequently provides legal advices to corporate and governmental clients on issues such as startup planning, cross-border trade and investment, food and cosmetics, energy industries, and policies and compliances.

Before joining InfoShare Tech Law, Attorney Chen served for over 10 years in the Ministry of Economic Affairs (MOEA), including the Department of Investment Services (now the InvestTaiwan Office), the Investment Commission (now the Department of Investment Review, DoIR), and the Department of Commerce (now the Administration of Commercial, AOC). His responsibilities included analyzing and drafting investment environments and promotion policies and rules, developing and implementing foreign (including Mainland China) investment regulations, interpreting corporate and commercial laws, and managing international trade negotiations and dispute resolution and administrative litigations. His key areas of focus encompassed legal matters relating to the Corporation and other business entities, M&A, Business Accounting Rules and investment and financing for start-ups. He was also nominated as representative of MOEA and Taiwan for 2019 APG peer review on anti-money laundering (AML) and countering the financing of terrorism (CFT). Furthermore, Attorney Chen drafted MOEA’s position paper and represented MOEA to Judicial Yuan’s Court’s Hearing No. 770 on the constitutional review to Business Merger and Acquisition Act.

After leaving public service in 2019, Dr. Chen joined Amway Taiwan, the global leader in the direct-selling industry, serving as the Head of Legal and Government Affairs for Taiwan market. He was responsible for advancing the optimization of direct-selling laws and promoting regulatory flexibility to facilitate market development. After two years services in Taiwan, Since 2021, Attorney Chen has invited to join in ProLogium Technology, a double Unicorn valued start-up in the EV and renewable energy sector, where he oversaw board secretarial duties, corporate governance, overseas expansion and Legal issues for fundraising negotiations. He has played a key role in securing a USD 300 million funding round from well known and prominent institutional and OEM investors (such as Mercedes-Benz and Primavera Capital). Recently, he has been assisting with legal arrangements for the ProLogium’s Green field investment plan in France, including establishing a commercial presence and evaluating the construction of a gigafactory for EV batteries. By securing 1.5 billion grants from French Bank of Public Infrastructure(BPI), this investment amount is estimated to exceed 5 billion euros.

In academia, Dr. Chen was awarded his Doctor of Law(S.J.D.) degree from National Chengchi University in 2021. Furthermore, he received a government grant for outstanding public servants to conduct research abroad during 2013 and 2014, of which he was a visiting scholar at Columbia Law School in the city of New York in the United States. His research focusing on US CFIUS and investment laws brough insight approaches and contributed legal and policy ground for further amendments to relevant Taiwan Investment rules and practices. He is currently a guest lecturer at multiple universities.
